She attributes this inflexibility to the\u00a0<a href=\"http:\/\/www.corestandards.org\/\">Common Core<\/a>, new standards\u2014 <a href=\"http:\/\/www.nga.org\/cms\/home\/news-room\/news-releases\/page_2009\/col2-content\/main-content-list\/title_common-core-state-standards-development-work-group-and-feedback-group-announced.html\">created in 2009<\/a>\u00a0by a group of education professionals, none of them K-12 classroom teachers or special-education experts\u2014that have been adopted by\u00a0<a href=\"http:\/\/www.corestandards.org\/in-the-states\">45 states<\/a>.
